GHQ staff and representatives of southern brigades present including:  Brugha (Dáil Minister of Defence); Mulcahy (Chief of Staff); Collins (Director of Intelligence); O’Sullivan (Adjutant Gen); McMahon (QM Gen); O’Connor (Director of Engineering); O’Hegarty (Director of Organisation); McKee (Director of Training); MacSwiney (O/C Cork No. 1); Liam Lynch (O/C Cork No. 2); Deasy (Adjutant Cork No. 3);  Paddy Cahill (O/C Kerry No. 1); Dan O’Mahoney (Kerry No. 2); Jeremiah O’Riordain (Kerry No. 3); Pax Whelan (Waterford West) and Fr Dick MacCarthy (Limerick West) representing O/C Sean Finn.  

Mulcahy and Brugha argue against ambushes unless there was first a call to surrender.  However, it is decided to leave the method on ambush in the hands of local O/Cs.
